Yes, it's still relevant. The "synchronize themselves" part is the key one.
The master HC is the "owner" of a lot of state (everything in domain.xml) and
the slaves keep a replicated copy, and their servers' configurations are based on that
replicated copy. If communication gets disrupted, we need to validate that everyone is in
sync with the current domain controller state and if needed take action.
