Both batch and EE check if the resource controller is present by checking the model
{{context.getOriginalRootResource().hasChild(PathElement.pathElement(ModelDescriptionConstants.SUBSYSTEM,
RequestControllerExtension.SUBSYSTEM_NAME));}}. It should
{{context.readResourceFromRoot(PathAddress.EMPTY_ADDRESS)}} or better yet use the provided
capability.
