This would be the case when an unresolved OSGi bundle runs through the INSTALL phase. Alternatively, it [was suggested|http://lists.jboss.org/pipermail/jboss-as7-dev/2012-August/0065...] to only process INSTALL DUPs when there actually is a Module available. This essentially would boil down to adding a dependency on a resolve service to the MODULE phase.
