This is already implemented with FileStructure, which takes FileMatchers - the one's
we recognize from parsing,
and it will only apply filtering of those -- included in my new MC updates.

Currently the ModificationCheckerFilter has a static regex defining files that will be
watched for changes for hot deployment. We need to find a replacement where other
components can dynamically add additional deployment descriptors which can trigger a
redeployment.
