In other words, the app server build should have it's own maven installation. So a
maven (2.0.8) installation will be checked into tools/maven, and some changes will be made
to the build.xml to use this copy of maven by default.

As a step towards app server mavenization, we need to be able to reproduce the thirdparty
directory including the libraries.ent file.
This could be done using an assembly, or using a new maven plugin.
