It was recommended that the build should be able to run without requiring the user to have
maven installed locally.

In other words, the app server build should have it's own maven installation. So a
maven (2.0.8) installation will be checked into tools/maven, and some changes will be made
to the build.xml to use this copy of maven by default.

As a step towards app server mavenization, we need to be able to reproduce the thirdparty
directory including the libraries.ent file.
This could be done using an assembly, or using a new maven plugin.
