This is because we are using javax.xml.ws.Service21 which no longer exists.
When JAX-WS 2.1 was being developed, the javax.xml.ws.Service21 class was created. Now that JAX-WS 2.1 is released javax.xml.ws.Service represents the 2.1 implementation and javax.xml.ws.Service21 has been removed.
