Amos,
Looks like we need to prevent the .war from deploying before the XTS service has completed loading. I suspect no requests will go to the .war until the XTS service has started, but as we are using a ServletContextListener, that may is fired as part of deployment.
Maybe you could ask about this on the AS forum?
