I suppose there's an argument to be made that annotations on an interface's
methods could be allowed, being overridden in the implementation class(es). This would be
a little more symmetric (so you could remove all annotations from the implementation
class). I'm not convinced at the moment, so will leave this JIRA closed for now as
Won't Fix.

Currently we only track annotations on implementing classes not interfaces. Annotating
interfaces poses potential issues, e.g., with multiple inheritance, so I'm not even
sure if we'd want to support it anyway.
