In an handler you can get the SOAPMessage from the MessageContext and then use the
SOAPMessage's getSOAPHeader() method.
Otherwise create your endpoint as webservice provider (see
org.jboss.test.ws.jaxws.samples.provider.ProviderBeanMessage for example) implementing
Provider.
