Yes, the wstools generated wsdl is not correct when using collections. If you need to stick to the jax-rpc stack, you should use arrays in spite of collections. However I suggest upgrading to the jaxws stack (2.0.x) and use wsconsume/wsprovide tools; the jaxws version supports concrete collection types.
