No offence, but yes... since http://www.google.nl/search?q=jira+jbpm&ie=utf-8&oe=utf-8&aq=... results in first hit being a link to the JBoss Jira and more specifically the jBPM project page. The same page that is linked to from the jBPM community page. On the top righthand corner there is a login button. If you press that, you get a page where you can login and which has a reference to a page to register... So since it is that simple (basic web stuff) I assumed (imo rightfully so) that you did not even know where to find the jira itself...
