[rules-users] multiple rule package files in change-set.xml

Hi there, Please assist. I have added2 package to my change-set.xml, they are "resources uk.co.example.mapping.policy.pkg" and "uk.co.example.policy.validation.pkg", the rules in "uk.co.example.mapping.policy.pkg" infer facts required by "uk.co.example.policy.validation.pkg". When all the rules are in one package, then the rule fires as expected.
