I do not know that I can be much of a help but it looks like you are setting
up the drools integration for the web service aspect.
I do not think spring can be avoided, but with a look at some examples the
use of spring makes the configuration very powerful and nice... I had a very
similar question when I started out. Instead of trying to explain everything

It was not trivial to get started but as I kept learning it is starting to
make sense... I do not know if this is the answer you are looking for or
will even help but this forum has many great members that will get you up to
speed...
