indicating $designer.war/profiles/jbpm.xml

$designer.war is the jBPM Designer war you downloaded from sourceforge.
You would need to explode it and navigate to the /profiles directory and
edit the jbpm.xml file as mentioned earlier. Then zip it up again (.war
extension) and deploy.
