It sounds like you might need to look at activation groups. Otherwise, just create
separate knowledge bases to cover the different blends of packages you wish to work
together.

For instance,
Java UI Rule class file should fire only pkg1 rules.
Java Business Rule class file should fire only pkg2 rules.
