I just downloaded the last Drools 5.5 source code and it still has the problem. In DefaultAgenda.java, at line 707 in the cancelActivation() method, it calls decreaseDormantActivations(), but doesn't bother to fire an ActivationCancelled event. If lines 701-703 are copied before line 707, then that is a quick way to fix the problem.
