I used following url and removed AgendaFilter and it worked
"http://localhost:8080/drools-guvnor/org.drools.guvnor.Guvnor/package/GuiKontrolKiss.FeltKnapRestriktionerKundeMedAnl/LATEST/drooldrl.drl"
