I don't know if anyone has ever implemented such a tool (@Salaboy: what were you doing in KMR ONE?). One possibility I'd like to see implemented is to use the KnowledgeSession's Agenda-, WorkingMemory- and Process- EventListeners to stream events into a dedicated drools Fusion session, where it would be easy to write runtime meta-rules to do this kind of analysis.
