[rules-users] ActivationCreatedEvent occured but rule never Fired

Hi, I've noticed today that we have some rules that are activated but never fired. How could it be possible ? I've read in the documentation that rules are fired until the agenda is clear, in which case control returns to the calling application. We're using v5.3.1 of Drools library. Thanks for help.
