What version of Guvnor are you using? It is impossible to define the DRL you show below with pre-5.4. Pre-5.4 you have to have a field constraint on the pattern (even if it's this != null). Add conditon->Add pattern->Customer (binding\variable $cc)->Add field, this->Add operator, is not null. With 5.4 you can define a BRL fragment, but this is not necessary for your requirement as the above will suffice. Showing a screen-shot of your decision table (with header expanded) would be helpful.
