The agendaFilter is passed to the fireAllRules method, and applied in the outer loop of
that:
if ( filter == null || filter.accept( item ) ) {
// fire it
fireActivation( item);
localFireCount++;
}
The timer is called async, so it has no agendaFilter in scope, and it calls fireActivation
directly.
