If you need to separate this constraint out from the other hard constraints, instead of giving it just a high weight, you need to make it an extra score level. Currently there is no build-in ScoreDefinition with 3 score levels, so you 'll need to create a custom one (which isn't too hard). All this is explained in the manual chapter score calculation.
