Ok, thanks for the information!
The workaround I opted for, albeit inelegant, is to check if one of the
non primitive fields on the object/fact I inserted, which is set as an
action for a normal rule, was null or not. The non primitive field is null
for the spurious rule and not null for a valid rule being fired.
