The manual describes it quite accurately: after a ruleflow/agenda group
has become active, all (pending) activations are discarded and further
activations will not happen until the group has been left.
The manual mentions alternative rules for calculations.
(My opiniion: Most of the time, it is preferable to control rule firing
via properties in the facts.)
