OK.
A simple test.
(a) Download the PKG file using the URL in the change-set (just paste into
a browser) and (b) add to a KnowledgeBuilder manually.
If (a) is slow ensure it has been built in Guvnor first. If it is still
slow then I don't suspect the package compilation but something (not
Drools) related.
If (b) is slow then that's how long it takes to load the binary package
(but I suspect, and hope, this is not slow).

So i am using the PKG type. Now i can't believe that it is sending the
300KB or so package over the network that is slow, though possible.
