I have been looking at DSLs, seems to be a very interesting concept.
When the domain expert has created new rules, is there a way to *test* those
rules against some data without executing them?

Look into Domain Specific Languages - this is an easy way for
letting
application domain experts edit rules, even with a mere HTML text entry
field.
