In DRL terms this is quite simple:-
when
$instance1 : ObjA( $mailID : mailId )
ObjA( this != $instance1, mailId != $mailId )
then
...
This translates to a XLS decision table like this:-

+---------------+-----------------+------------------+
| $i : ObjA | ObjA |
+---------------+-----------------+------------------+
| $mid : mailId | this != $param | mailId != $param |
+---------------+-----------------+------------------+
| 12345 | $i | $mid |
There are no doubt other approaches.
