In the simplest case, just add the drl files as classpath resources.
For example:
src/main/resources/org/domain/myRules.drl
get copied to
target/classes/org/domain/myRules.drl
get copied to
target/myWar.war!WEB-INF/classes/org/domain/myRules.drl
