Barring some bitrot on the docs,
UPS on EAP works in Windows 8.
I even know how to replace the Unix curl commands with native Windows
commands. (On Windows 8 with Powershell 4)

Cordova and Android will mostly be developed on Windows machines.
I assue the non-command-line user will be fine just using JBDS - many
Windows-based developers never see a command line (DOS prompt).
And for those Windows-based devs who are comfortable with an command
line - we can specify what version of Ant they should have in their
PATH and they should know what the PATH is.
