Hibernate Validator 6.1.1.Final released

Hi,

Earlier this month, we released Hibernate Validator 6.1.1.Final which comes
with improvements to our localization support.

We introduced a LocaleResolver SPI to make Hibernate Validator locale
resolution customizable.
