Hmm i would also expect the Exception Scott is seeing, as i lookup the ProfileDeployment and this therefore would require that the deployment is managed by profileservice. In general the attachment persistence requires the deployers and that the deployment is managed by profileservice. Basically ProfileService checks if there are persisted changes before it adds the deployment to the MainDeployer. As the bootstrap doesn't use the deployers and just a BasicXmlDeployer there is no real hook for profileservice to do that.
