I added an additional condition check

- StartStopLifecycleAction
Since I got 'IllegalArgumentException("Null name")' in
Configurator.findMethod from LifecycleAction when method name in LifecycleMetaData
wasn't set - expecting to use default one.
Is this ok?
Lifecycle tests pass.
