After I call stop() on an a deployment, the next time I call
managementView.getDeployment(deploymentName), the deployment is still MIA (JBAS r87184).

Such an API was added to ManagedComponent, but I don't see one for ManagedDepoloyment
(I also checked the DeploymentManager interface). We need this in Jopr/EmbJopr in order to
ascertain the app's current availability.
