Fixed for Native. A quick perusal of the CXF code suggests it will also work when using
the CXF stack as it also appears to use the javax.xml.ws.Action annotation. I cannot test
that at present because we don't have a CXF equivalent of the current native stack
(3.3.0.Beta1) for me to drop into the latest AS.
