That's right, globals are not defined in each rule but in the package
configuration window.

You can set globals in the "Package configuration" screen
within Guvnor;
i.e. click on the package in the tree-view.
With 5.2 (and before) the package configuration screen appears in the main
Guvnor window, with 5.3.Beta1 you'll need to additionally click on the "View
package configuration" button.
