Sure,
Using maven it's the recommended way. It will package your compiled code for
you.
After that you should move the resulting jar into the WEB-INF/lib/ directory
I strongly recommend you to build some simple rules using some simple domain
objects and testing how Drools Server works with that, looking at the
requests and responses that you get into SOAP ui.
The next step is creating your own client getting the WSDL and
autogenerating the stubs in your own project.

I hate to ask, but should I set the project up as a Maven project? Seems
like over kill, but I can use Maven to package my project... And I am
assuming that I just set up the build to put all model objects and code
under the WEB-INF/classes folder...
