Just for curiosity, why do you want to do that?
In DRL you can define global variables. You can then populate these globals
with constant variables from your application.

There are some constant variables will be used in rules. For example, I have
a maximum and minimum value which are used to limited other values. So I
need to define these values in rules. If I set global variable, I have to
set these global on the session in java code. How can I set them in rules
without change Java code?

So these are not "constants" :).
I think a better approach could be to model your "constants" in a Fact
class.
Then, you can insert/update/retract this fact inside your rules.
For examples:
rule 1
when
Something()
then
//init "values" fact
Values v = new Values();
v.set...
insert (v)
end
rule 2
when
$v: Values()
Other(amount > $v.maxAmount)
then
//you can also use $v here
end

The more fact I insert, the more performance cost, If I have more than 100
rules, when I call insert, drools will check each rule condition to get all
matched rules. This will be really time cost.

If you always have it as the first condition in your rule then Drools will only create a
single node in the tree to do the match and the cost would be negligible.

I have a similar issue. I use sqlDefaultDate() and maxDate() in several of my rules. What
I did was to create a static function for each. Each function simply returns a static
variable. The variable is initialized on first use. This ensure maxium performance.
Then in my rules, I just put the function name in my DRL file where ever I need it
referenced. But I also made sure to import external function in my imports statements to
make the function available to my applications.
