It creates the file in whatever the configured directory is. Yes, the
ESB may start to read the file before it is completely written: I ran
into that problem when I was stress testing over Christmas. However,
the FTP client we've used (edtftp) either throws an IOException in
that case or one of its own with a specific error code that means
"file not complete" and (once I'd figured out what the problem was)
the ESB backs off and tries again later.
