I do not know that I can be much of a help but it looks like you are setting up the drools integration for the web service aspect. I do not think spring can be avoided, but with a look at some examples the use of spring makes the configuration very powerful and nice... I had a very similar question when I started out. I do not have any experience with websphere so I can not be much help... have you tried to deploy with tomcat? IIRC, WAS's classloaders work in a different order to other containers. I might be talking a load of baloney but I have a feeling this is the case. I have another feeling you can configure this to be top-down or bottom-up or something along those lines. Might be worth a try.
