[rules-users] Handler Conflict Warning Eclipse 3.3 with 4.03

Starting afresh with Eclipse and encounter a message that a handler conflict occurred. The conflict relates to the ConvertToDroolsProjectAction. This is with a fresh install and no workspace. I can create a rules project and it functions correctly. The trace is below.
