It's the same.. its related to what are you trying to solve and the use case
that you are representing in your business flow.
There is no difference at performance level if that is what you are trying
to find.

Activations happens when you insert, update or retract information from the
working memory. Then when you fire all the rules all the activations are
eligible to fire unless you are using agenda groups (you need to set focus)
or rule flow groups (the flow needs to be at a node that has the rule
flow-group that you have in your activated rules). Cheers
