How do you plan to come to grips with the sequence of states: before B is
on the agenda, then: B is on the agenda, then (after B fires): B is not on
the agenda? Phase one and three are likely to fire rule A.
Wouldn't it be easier to use truth maintenance or a fact representing the
right condition?
