When I use the drools,
I want to store the rules in the SQL Server Database,
Can someone help me and give me some advices, how do I do it?

Rules themselves are plain text (DRL), so you can use any of Java's many
persistence technologies to store the text.
If you want to store a compiled, serialised KnowledgeBase; this is a BLOB
and again you can use any of Java's many persistence technologies.
If you want a "free" rule authoring environment too, then you could look
into using Drools Guvnor as your rule repository, and whilst the underlying
JCR using the File-System by default it can be configued to write to (m)any
RDBMS.

Server.
I configured the “repository.xml”,but it did not work -_-!

Assuming you're using 5.2, the simplest approach would be to select the
"Repository Configuration" option under the "Administration" section.
Failing that, and given the embargo on crystal balls in the UK, a detailed
explanation as to why "it did not work" is always welcome.

RDBMS" explains configuring external RDBMS.

(manual way)
You may take a copy of required repository.xml (there are many
repository.xml files available ) file from the Guvnor war(extract it and
find the required one for your RDBMS specific) and provide your userid &
password informationand replace this file with the existing one. It works
fine.

Not sure I understand your question, but you cannot just copy/paste the
repository.xml templates from the guvnor war. They include some
freemarker - specific directives you would have to manually remove
etc...cannot use out-of-the-box. Always use the Guvnor Repository
Configuration management tool inside Guvnor.
