[hibernate-dev] PSA: Don't use ReleaseNote.jspa to link to JIRA release notes

Hey, For your information, the endpoint https://hibernate.atlassian.net/secure/ReleaseNote.jspa is apparently no longer accessible to unauthenticated users. Judging from what I get as an authenticated user, I suspect it might not work well for authenticated users without write access, either.
