I see the ApplicationPolicyMetaDataFactory and its use of jbossxb/jaxb to declare the namespace, but I'm not finding where this namespace is made known to the jbossxb layer as something that is allowed as a child of deployment. adding suspend/resume ops that essentially mirror stop/start but wait until the state of the scanner has changed seems fine. The details of the impl can be hacky for now.
