ClusteredConnectionFactoryDelegate is the class responsible for LoadBallancing
ConnectionFactories.
The only failover locig on it is the handleConnectionException which is just recreating
the connection and calling ClientConnectionDelegate::failOver.
When we start to listen exceptions on other interceptors I might refactor this.
