so, if this behavior is allowed (deploying a war file with the same name as an existing war file), would it be legal/functionally alright to create their corresponding service id based on their web context as opposed to the name of the war file? web context seems to be one of the ways to uniquely identify these artifacts. Is there any other simpler suggestion to create a unique service id? I am assuming based on the test code that this behavior is allowed.
