I'm not going to say yes/no to snippets of source posted in the forums. I'm not javac. ;-) If you're asking me to verify implementation details then I might as well write it myself at least I can then run it through the compiler and write unit tests. If you have an explicit question, e.g. choice of two possible implementations that's ok. Having said that I don't see why the getters for DeploymentResourceLoader and AnnotatedEnvironment are abstract. There should be default implementations in the abstract class.
