I had my doubts about putting this here, but every Maven project needs a top level parent
for settings like inheritance, repository, distribution, etc... So when we work in other
parts of the Portal, besides modules, those things will be available.
I was told by Bill Gier to look at the microcontainer project for a model and I have also
been looking at RichFaces and ASF's Trinidad. But those projects follow a little
different directory structure.
I can leave a root level parent under modules and not worry about the current top level,
if that will help. Or should we undertake refactoring to follow these other examples?
